First, welcome! :)

Second, to begin, there are quite a few variables to discuss here since you don't really have much to work with, but this is pretty much the whole point of this!

- Premise: What exactly are we going to do in this game? Is this going to be an exploration sort of platformer or a more race to the goal kind? Along with other little details we'll probably discuss later on
- Characters: Who is going to be the main character we're playing as and who else we're going to meet, including friendly characters and enemies.
- Setting: Like where in the world are we going and what time this is going to set in, since... well, there is a time skip.
- Collectables: Basically what you want to collect when we are exploring each level
- Art Style: Either sprites, vectors or 3D
- Game Engine: Flash or something else entirely

Third, you have me intrigued.

HLMGTFY

There are a lot of guides out there; decide if you want to work in AS2 or AS3 and go from there. If you are new to flash, I would suggest AS2 as it is more designer friendly whereas AS3 is more coder friendly.

Also flash is the devil and it will crash and you will lose all your work on occasion.

... Don't just save.

Keep backups.

Yeah, Flash is usually the better engine to use when it comes to doing platformers, but personally I know squat about it and there's not only things around the Internet for it, we also have a Tutorial section to help with any other questions that you have.

Go with AS3 please. It will save you trouble in the long run.

I would personally stick drawing in Flash since you can have easy vectors done, or sprites or whatever you're doing, while Illustrator can do the same thing, you have all of your art in Flash already as opposed to importing them into Flash, which I have no idea how to do... because I'm a noob when it comes to Flash, too. I did Illustrator myself and had my art transfer in, but it's easier to have it done in Flash than elsewhere.
