The point is to make it known that the skill is selected, so if changing the mouse is too much trouble, you could also make the SELECTED skill's icon on the bar pulse or glow.
Actually, thinking of what it'll be like when you have multiple characters and multiple skills, it might be better to have the selected skill glowing REGARDLESS of whether or not
you also change the mouse cursor's appearance.
